As this work action remains a partial withdrawal of services and not a general strike, primary schools will remain open and education programmes will continue. However, if progress in working to the rule were to include new sanctions, it could have a greater impact on school activities, permits and school operations. In the event of a complete withdrawal of service or a complete strike by primary school teachers, the TDSB would be required to close schools due to the lack of staff to supervise students and ensure their safety. The Ministry of Labour has released a no board report for the Ontario Elementary Teachers` Federation (ETFO). ETFO is on legal strike from Monday 25 November 2019 if no agreement is reached. Negotiations continue between ETFO, OPSBA and the Ontario government. The Elementary Teachers Federation of Ontario (ETFO) has informed OPSBA and the Ontario government that they have requested a non-board report. This means that ETFO will be in a legal strike position 17 days after the issue of the no board report. At that time, THE ETFO, which represents Ontario elementary school teachers on school boards (including the TDSB), did not indicate that strike action (partial withdrawal or total withdrawal of services) would begin.
